Scope and Contents

The collection consists of one scrapbook of newspaper clippings related to issues surrounding proposed improvements made to the Trinity River Basin in the early 1930s.

The portion of the Trinity River flowing through and around the City of Dallas has been connected historically to city government from its early use for commercial transportation to its use as a demarcating line between the northern and southern halves of the city, to its projected use as a recreational area. Dallas founder John Neely Bryan's original town survey used the Trinity as the western boundary, with streets laid out at right angles to the river. Flooding was a major problem in Dallas’ early years, the worst occurring in 1908. The bends in the river were straightened in 1929 and a series of levees built for flood control through a bond program that also included a number of new bridges, finally joining the two halves of the city.

Many of the issues examined in the newspaper clippings were a result of work proposed under the Ulrickson Plan of 1927.  The plan was a nine-year capital budget program calling for the issuance of $23,900,000 in bonds to finance a variety of public works projects in the City of Dallas.  The bond program, passed in 1927, significantly affected the growth and development of the city.  Among other improvements, the plan called for the construction of levees to contain the Trinity River in the event of a catastrophic flood similar to the flood of 1908, a re-channeling program that moved the river away from downtown, as well as a system of bridges across the Trinity that finally joined the two halves of the city.

Included in the collection are articles from The Dallas Morning News, The Dallas Times Herald, The Dallas Journal, The Dallas Journal Oak Cliff Edition, The Oak Cliff Tribune, The Dallas Dispatch, and one article from The Bond Buyer.  Article subjects include the construction of various bridges, including the Triple Underpass, the construction of the public farmers market, a multi-part series of articles by columnist Lynn Landrum on Dallas and the Trinity River, federally funded public works projects, sewer improvements, Mill Creek drainage, right of way issues, bond issues, and coverage of the 1935 flood and the effectiveness of the new levees.
